Al-Houthi continues to destroy state institutions and build parallel entities on its ruins

The terrorist Houthi militia created what it called the “General Corporation for Electrical Industries and Renewable Energy” as part of its plan to disrupt state institutions, lay off its employees, and clone parallel entities.
The Houthi media published two decisions issued by Mahdi al-Mashat, head of the so-called Supreme Political Council of the Houthis, containing Resolution No. 32 of 2022 establishing the General Corporation for Electrical Industries and Renewable Energy, which included six chapters and 50 articles.
This was followed by another decision, No. (33) of 2022 , appointing Abdul-Ghani Muhammad Muhammad Husayn Al-Madani as head of the General Corporation for Electrical Industries and Renewable Energy - according to the agency.
The last two decisions of the Houthi militia to establish the new authority and appoint Houthi leader Abdul Ghani Al-Madani to manage it came after Houthi accusations of exclusivity and exclusivity within the Ministry of Electricity and Energy and its institution during his work as Deputy Minister in the government not recognized internationally since his appointment along with his previous work as supervisor of the so-called “committees.” Revolutionary”, in the Ministry of Electricity, following the group’s takeover of Sana’a in September 2014.
Abdul-Ghani Al-Madani is the first official and supervisor of the electricity sector of the Houthi militia and runs only 200 commercial generating stations in Al-Hodeidah and Amanat Al-Asimah, in addition to other government stations.
The two decisions come within a series of previous decisions to establish specialized bodies in several vital sectors, paralleling the competencies of the official ministries of the state under the control of the Houthis originally. It threatens to cancel it and within the framework of completing the confiscation and nationalization of the remaining institutions of the public and private commercial sectors.
Specialized lawyers believe that the two decisions aim to complete the looting of the ministry, its assets and properties, and the use of the electricity network and its generators after its nationalization and its transformation from governmental to commercial. To serve its investment projects and harness them to serve the interests of the militia leaders.
They stressed that the Houthi militia's establishment of fictitious entities is illegal. And the procedures issued by it are void and non-binding, as they are issued by coup militias. It aims mainly to dismiss, exclude and exclude all employees who are not loyal to it in the ministries and state institutions and to appoint its dynastic elements that owe allegiance to it in these new entities... in addition to what these entities add as a cover for imposing more levies and royalties on citizens and looting the capabilities and resources of the state, and harnessing them to finance The war effort and the escalation of its war on the Yemenis.
And last Tuesday, the Houthi militia announced the appointment of Muhammad Ahmad Hammoud Al-Bakhiti. An assumed Minister of Electricity and Energy, succeeding the dismissed Minister Ahmed Al-Ali, after the latter attacked a citizen on the pretext of violating private generator regulations. With the continuation of a wide campaign of criticism of the population, demanding a reduction in electricity tariffs and the provision of electricity to the people of the coastal governorate of Hodeidah in light of the unprecedented high temperatures and humidity.
The so-called "Supreme Political Council" was affiliated with the Houthi militia in Sana'a. He issued a decision to establish the so-called “General Authority for Zakat” on May 14, 2018. With the aim of robbing Zakat funds in the group’s areas of control, the same council issued another decision to establish a so-called “General Authority for Endowments” in the group’s areas of control. It acts as the Ministry of Endowments, and disposes of the lands and properties under the Ministry’s hands. Abdul Majeed Abdul Rahman Al-Houthi was appointed as head of the newly created body, and he is one of the group’s leaders, with the aim of acquiring and seizing the endowments’ properties and lands in its areas of control.
This was preceded by the establishment of the Council for the Management of Humanitarian Affairs. It is an entity that oversees the functions of the Ministries of Social Affairs and Planning. It cancels its terms of reference, and makes dealing with local and international organizations one of the council's tasks only.
The militias also created the “Judicial Commission” in place of the Yemeni Ministry of Justice and the Supreme Judiciary, and the Yemen Judges Club considered the creation of the so-called “Judicial Commission” as jeopardizing the independence of the judiciary.
