The dismissal of 1,000 officers after Abdul-Malik's speech.. Al-Houthi cleanses his country of the republic's officers

 The Houthi militia, the Iranian arm in Yemen, continues to implement its orientations aimed at building its own security state within the structures and institutions of the national state, through systematic replacement of its elements and cadres as an alternative to national cadres in state security institutions.

To achieve their goals, the militias deliberately adopt several methods that enable them to implement policies to replace national cadres with unconstitutional justifications, foremost of which are allegations of treason and siding with aggression, the militias say.

The Houthi purge speech, followed by a massacre of Interior Ministry officers

 Less than a day after the speech of the militia leader, Abdul-Malik al-Houthi, in which he directed the leaders of his militias controlling state institutions with what he called (purifying state institutions of intruders), the militia leaders in the Ministry of Interior approved the dismissal of nearly a thousand officers and employees of the ministry.

The militia-run Supreme Police Council announced the dismissal of (904) officers from the Ministry of Interior, which is run by the Houthi leader and the uncle of the militia leader Abdul Karim al-Houthi.

 Political and security sources described to NewsYemen the contents of the militia leader’s speech about purifying state institutions who were allegedly intruding as evidence of the tendencies of these militias to exclude national cadres and replace them with cadres and elements affiliated with them.  According to the police in the militia government, the Houthi version was reported by Saba Agency, in which he stressed that the decisions to dismiss this large number of officers are a translation of the militia leader’s directions to what he called the purification of state institutions of intruders, according to his claim.

The militias were not satisfied with the decision to dismiss this number, but also approved the preparation of criminal files for those who were dismissed in preparation for their trial, while at the same time completing the inventory of the names of the remaining officers who claim that they are intruding to take similar decisions to dismiss them, which confirms the militia project seeking to replace its members with national cadres and building a security state of its own within the structures of national state institutions.

Citizen complaints are a pretext for the purification policy

 In a related context, the militias, under the supervision of the leader of the militias, Muhammad Ali Al-Houthi, who is a member of the Supreme Political Council of the Houthis’ authority, used another method aimed at completing the purification and dismissal of the employees of the Ministry of Interior and its institutions from the national cadres and replacing them with affiliates and affiliates of the militias.

In this context, the Houthi leader, Muhammad Ali al-Houthi, announced the arrest of (26) officers and rank-and-file officers and warning (9) officers working within the districts of Al-Hayma, Bani Matar and Manakhah in Sana’a governorate, on the grounds that the militias’ security committee received complaints against these officers from among the citizens.

The Houthi leader announced on his Twitter page that the campaign to receive complaints, which they use as a pretext to liquidate national cadres in the Ministry of the Interior and its security institutions, will continue its work in the districts of Arhab and Hamdan, and at the same time in the governorate of Saada, measures that the militias began implementing more than a month ago under the justification of fairness to citizens from  Grievances of police officers in the security departments and departments of the Ministry of Interior at the governorate and district levels.

Security sources in the Ministry of Interior in Sana’a commented on the militias’ practices by telling NewsYemen: The Houthi leaders have a project aimed at building a sectarian and racist security system based on the Houthis of security institutions, not only at the level of the human cadre, but at the level of thought and security performance, which is based on protecting the militia project by various means.  

It added: The massacre of a thousand employees of the Ministry of the Interior, and the complaints committees of police officers, which reached the level of directorates within the capital and the governorates, where these committees are used in the liquidation operations of all officers and national security cadres not loyal to militias, on allegations of violating the laws and committing grievances against citizens and with malicious complaints arranged by people loyal to militias.

And the sources added: These measures are integrated with the policy of the Houthis as a whole security services, where leaders from the family and relatives of the militia leader were previously appointed at the head of the Ministry of Interior, which is run by Abdul-Malik al-Houthi’s uncle Abdul Karim al-Houthi, and the son of the militia founder Ali Hussein Badr al-Din al-Houthi was appointed commander of the emergency forces, which is one of the most prominent  The security services of the Ministry of Interior.

The Houthi militia had deliberately merged the two political security and national security agencies into one agency, which it named the Intelligence Service, at the beginning of 2018, and began implementing a policy of purification of intelligence employees, both political and national, who are not loyal to it, and the replacement of security elements from its Preventive Security Service, which has been managing the security scene since its coup against  power in September 2014.

According to the security sources, the leaders of the Houthi militias that oversee the implementation of the policy of the Houthina security institutions have previously received training in the security fields at the hands of Iranian experts and others affiliated with the Lebanese Hezbollah militia, noting that the Houthi model is based on the model of the practices of Iran’s militias in the region, most notably Hezbollah in  Lebanon and the Popular Mobilization Forces in Iraq, which are building a state within the state, enabling them to control the decisions of these states and their governments, and to serve the agendas and orientations of the sponsor represented in Iran.
