Shabwa, NewsYemen, private:

The governor of Shabwa, Awad Muhammad bin al-Wazir, accused the former commander of the Special Security Forces, Abed Rabbo Laakab, and his associates of a military rebellion against the governorate leadership, after they prevented the deputy director general of the governorate police in charge of the task of the commander of the special security forces, Brigadier General Ahmed Nasser Lahoul from entering the camp.

This came in the preamble to Resolution No. 29 of 2022 issued by the Governor, Ibn al-Wazir, yesterday, to address the effects of the events that occurred between the Special Security Forces in Shabwa Governorate, and the Second Brigade - Shabwa Defense.

According to the decision, the governorate leadership received a telegram No. (562) on 08/06/2022, at ten in the morning, indicating that Ahmed Muhammad Habib Daraan - commander of the Special Forces camp, and director of the office of the arrested commander Nasser al-Sharif, prevented the deputy director-general of the governorate police in charge with the task of the Commander of the Special Security Forces, Brigadier General Ahmed Nasser Lahul, from entering the camp, and this is considered a declaration of military rebellion against the governorate leadership; and rebelled against the decisions of the Security Committee.

The articles of the governor’s decision, Ibn al-Wazir, stipulated the dismissal of: Brigadier General Abd Rabbo Muhammad Salih Laakab - Commander of the Special Security Forces in Shabwa Governorate, and the commander of the Special Forces camp Ahmed Muhammad Habib Daraan, and preventing Nasser al-Sharif - the director of the dismissed commander’s office from entering the Special Forces camp;  And not deal with it at all.

For the first, it includes a government decision to dismiss a security official from his position, as the decisions used to assign the new commander without referring to the dismissal of the previous one.

Local sources told (Newsyemen) that the aim of this paragraph is to confirm the new legal status of the former commander of the Special Security Forces and his assistants in light of their rebellion against the previous decision of the Shabwa governor.

The decision of the son of the minister also included the assignment of Brigadier General / Ahmed Nasser Lahoul - commander of the Shabwa Special Security Forces;  And the continued detention of the commander of the 2nd Brigade - Shabwa Defense;  Until the processing of what is mentioned in Articles (4) and (5) is completed.

Article (4) states: The Director-General of the Usaylan Directorate is assigned to sit with the parents of the deceased’s blood: (1. Awad Abdul Qadir Ali Batih) (2. Abu Bakr Abdul Qadir Aida al-Najjar) from the Special Forces;  To present to them the willingness of the local authority to pay the legal blood money that the local authority represented by the governor will pay for, and to consider the two dead martyrs as a duty and to be promoted to the due military ranks. The local authority also pays the necessary compensation to the wounded on both sides, including civilians, and if the treatment is completed, the problem is considered to have been resolved for those affected.

It was stated in Article (5): In the event that the blood relatives of the dead do not want the solutions presented by the local authority to accept the blood money mentioned in Article (4), all the participants and perpetrators of those events, whether they are commanders, officers, non-commissioned officers, soldiers from the Special Security Forces, or  The second brigade - Shabwa Defense, in the Public Security Department pending investigation and they are being investigated by a specialized technical committee formed from the control agencies of criminal investigation, intelligence, political security and national security;  According to the proposal of the investigation committee in its report submitted on August 3, 2022, and referring all parties with the case file to the judiciary.

The decision assigned the head and members of the investigation committee formed in accordance with Security Committee Resolution No. (10) dated 07/19/2022, to implement what was included in our decision and to perform the role of receiving and handing over.

With this decision, the minister’s son has preempted the Brotherhood’s moves, which was the leader in detonating the security situation in the governorate after the decision to suspend him from work against the background of security abuses committed by him and his force members, specifically during the campaign to prevent the carrying of weapons that he was assigned to implement the Shabwa Defense Forces.

However, local sources spoke to (Newsyemen ) about the continued rebellion of Akab and his aides through their refusal to leave the camp and their adherence to the necessity of issuing a decision to dismiss him either from the Minister of Interior or the Presidential Leadership Council.
