الاشتراكي ينتقد صيغة القرار المؤسس لهيئة الرقابة على تنفيذ نتائج الحوار

انتقدت الأمانة العامة للحزب الاشتراكي اليمني صيغة القرار الجمهوري القاضي بإنشاء الهيئة الوطنية للرقابة على تنفيذ نتائج الحوار الوطني. وأصدر الرئيس عبدربه منصور هادي نهاية الأسبوع الماضي قرارين بتشكيل «الهيئة الوطنية للرقابة على تنفيذ مخرجات الحوار الوطني الشامل» من 82 عضواً ورئاسة هادي نفسه. وأوضح قرار إنشاء الهيئة المهام الموكولة إليها وآلية عملها. لكن مصدراً في الأمانة العامة للاشتراكي وجه انتقادات، من منظور الحزب، لقرار إنشاء الهيئة. وذكرت صحيفة الثوري الصادرة عن الحزب الاشتراكي اليمني إن قرار إنشاء الهيئة لم يعكس طبيعتها بوصفها مخولة بالإشراف على كل المؤسسات والجهات المعنية بالرقابة على اللجنة الدستورية وإقرار مؤسسات الدستور بل حجًمها وأظهرها مجرد مستشار للجنة الدستورية ورئيس الجمهورية. وأضاف معلقاً «هذا الأمر يضعفها (هيئة الرقابة) ويجعلها غير قادرة على أداء مهمتها (..) والمهام التي وُضعت لها لا ترتقي إلى مستوى المهام الممنوحة لها في وثيقة ضمانات مؤتمر الحوار الوطني وتتعارض معها». إضافة إلى ذلك، لم يعط القرار للهيئة حق اختيار سكرتارية لها بل حدد لها سكرتارية متمثلة في الأمانة العامة لمؤتمر الحوار الوطني المنقضي. وقال المصدر الاشتراكي إن تعيين أمانة عامة لهيئة انتهت (مؤتمر الحوار) لتكون أمانة عامة لهيئة الرقابة غير مشروع، كما يبرز كيف أن هيئة بمستوى الهيئة الوطنية للرقابة على تنفيذ مخرجات الحوار الوطني لا تستطيع اختيار سكرتاريتها. وتابع المصدر أن تشكيلة الهيئة ضمت أعضاء في مجلسي النواب والشورى خلافاً لوثيقة ضمانات مخرجات الجوار الوطني التي نصت على عدم الجمع بين عضوية الهيئة وعضوية مجلسي النواب والشورى أو الحكومة.
