قال أمين عام مؤتمر الحوار، الدكتور أحمد عوض بن مبارك، أن اختيار مجلس الأمن الفصل السابع جاء لتأكيد جديته في تطبيق العقوبات على الأفراد والكيانات المعيقة للعملية السياسية باليمن. وأكد بن مبارك في تصريح اليوم أن الفصل السابع " لن يكون هنالك داع لتمديده أو تطبيقه في الأساس إذا أبدى الجميع تعاونه لإنجاح عملية التغيير واستكمال النقل السلمي للسلطة وتنفيذ مخرجات الحوار الوطني". وأشار ، إلى أن الهدف من فرض مجلس الأمن عقوبات على معرقلي عملية التسوية هو انخراط الجميع في عملية التغيير السلمي وبناء الدولة اليمنية الحديثة. وأضاف، أن العقوبات تنبيه صارم لكل من يريد أن يعود باليمن إلى الوراء أو يحول دون تحقيق الإرادة الجماعة لليمينيين في التغيير. وجدد أمين عام مؤتمر الحوار التأكيد على أنه " لن تكون هنالك حاجة إلى فرض أي عقوبات إن تعاونت كل الأطراف على تنفيذ مخرجات الحوار الوطني الشامل وإنجاح ما تبقى من خطوات الانتقال السياسي". ولفت بن مبارك، الإنتباه إلى أن " الحاجة إلى تطبيق عقوبات على معرقلي العملية السياسة أملتها وقائع التعطيل الواضحة للعيان"، موضحا أن " المجتمع الدولي أراد إرسال إشارة قوية للمعرقلين من خلال وضع قراره تحت البند السابع, لأن هذا البند يعطي طبيعة إلزامية لمضمون القرار". وأكد بن مبارك أن القرار رقم 2140 لا يستهدف اليمن، بل يقف في صفه اليمن، مبينا أن القرار خطوة متقدمة لمعاقبة كل من يناصب اليمن وتطلعات اليمنيين العداء ويتحرك لتعطيل العملية السياسية.
